Technical Cinquecento Handbrake

Please can someone help me.Our 1994 Cinq's handbrake is absolutely useless.I've changed the rear shoes and the cables seem fine,as do the rear mechanisms.If you pull it up as hard as humanly possible (about 3 clicks),it still runs off down the bloody hill!
With the MOT looming large,i really don't know what to do next.
Any help would be greatfully received

I tried a handbrake turn at work today.. totally failed the handbrake is w**k!

Go with the FAQ [8D]

And if it's all working as intended, get some grippier (than standard FIAT) shoes, and de-glaze inside the drums.
