If yours is located just forward of armrest behind handbrake plastic...then when I did mine I just pulled the covers off in the footwell only takes a minute or two to remove and put back you can also just remove handbrake cover only clips in place if needs be, then you can wiggle your fingers through to pull connector of the socket., connect new check works and replace the panels in the footwell or handbrake cover if removed,,, if you happen to blow a fuse then that can be found in the fuse board in cabin to lower right of steering wheel no idea off hand which fuse number it is, but with luck you not need to know at this time.

should be able to get at it from pulling the handbrake shroud cloth cover thing up if not just remove the footwell side panel, you may even get away with pulling the socket up without removing any other parts by lifting it from its push fit hole and do it that way,
 
Which part of it has stopped working, as you may be able to just bend the metal tabs inside the lighter socket slightly to make a better contact if they have worn a little, as not much to go wrong with an item like the cig/charge socket, if the heating glow part has broke then yes that part would need replacing, if you have an electrical tester pop it on and see or replace whole thing if easy for yourself.
