Cambelt Tensioner

I have to fit a new cambelt tensioner to a Palio Weekender 1.6 2001. How do I set the initial spring tension. I understand that this is critical to stop the belt going slack and jumping etc. Also, how much oil does it take including a new filter. Thanks....Dave
