Bubbling on bumper

I have the 1.4 sx and its a 1996 (p reg), the front bumper is red and colour coded, but there are bubbles starting to appear in it, as if the top layer of the paint or laquer is peeling off, anyone sorted this or dealt with it before?? O dont know what to do.

Mines peeling too, although i crashed it this morning so its the least of my worries.

I asked a guy here at work who touches up cars, he reckons rubbing it down, or in my case just peeling off the laquer (it comes off in easy chunks on mine), polish up and maybe even tcut the bumper, then a can of laquer and a dust free room is needed to spray it up, and voila!

Im sure there are better ways of doing this as people will no doubt tell you, im just relaying what i was told last week.
