Both lower brake lights stopped working at the same time however the upper center brake light works. Even though the center brake light was working I verified there are no blown fuses. I find it hard to believe that both bulbs went bad together. Looking into the bulb it appears the element is intact. Can the issue still be with the brake switch with the center upper brake light working?

One could have been blown for a little while, you never noticed and the other one followed.
I have had bulbs go within hours of each other in the past.
Put two new known to be working good quality bulbs in and go from there.
If the top brake light is working it would suggest a signal is going to the rear.
Body control module might say otherwise.
Start with two new good bulbs.
