Belt noise?

I have a Marea 1.8 which I have a strange whining noise from upon first starting off. It sounds like a fan belt slipping but only whines as I start off from rest. I have changed the drive belt and the timing belt. Does anybody have any ideas?

Did you change the tensioners?

Like Tom said, and spray the belts with some engine cleaner, so if theres any oil on the belt, it will cleaned off.
