Technical Annoying noise

Hi all I have the most annoying noise on my 500x
I’ve attached a video.
this is when I’m stationary hand brake on and just moving the wheel I’m getting it when driving at less then 30mph and also when I’m parking it’s like a creaking noise
please can anyone shed some light?

I’ve had two different mechanics look at it and neither of them know what it is

I’ve recently had new front suspension arms because the first guy said that’s what was causing the noise but 2 months later it’s as bad if not worse!

Hi yes power steering I’m not sure which one though how would I find that out?

I’m pretty sure it’s electric as no fluid reservoir
