General "An expert will help you"

Frequently on Fiat Forum a prompt appears to the effect that an expert is standing by and wants to help you. I am reluctant to get involved with outsiders. Are these people in fact outsiders - or part of the Fiat Forum family? If they are outsiders, I don't believe they have any place on the Fiat Forum pages. Is there any way they can be blocked?

I suspect it’s an advert for something else next time you see it examine exactly what it is saying, it is nothing to do with the forum as far as I am aware and may only be seen in your area/country
