im going to buy a 1.8 hlx tomorrow but the remote central locking is not working could some one tell me if this is a big problem and how much it would cost to fix also he only has the red key and one blue key how much would it cost to get another blue key
 
From the top of my head you can buy a new central locking relay off Ebay for around £50 but you'll have a new fob to use for your central locking, a Blue key cut from fiat and being reprogrammed around £70.

You car however is alarmed, so whether changing this relay would help i don't know.

Do the indicators flash and alarm beep when you press the alarm/central locking button? If not then it looks like the whole thing is down.

If the alarm is down, deduct around £250 from the asking price so that you can fit an aftermarket one.

on a similar subject, what CAT is the standard alarm on a 1998 1.8 HLX?
 
Are you sure it's CAT2 on a 1.8HLX?

A quick search on the web produces the following descriptions -

Thatcham cat 1 offers the highest level of security with an all in one high specification alarm and immobiliser security system

Thatcham cat 2 is the entry level of vehicle security required by most motor insurance companies, nearly all new UK spec vehicles have this already fitted by the manufacturer, it is a high specification two circuit immobiliser without an alarm.

I'm not entirely sure it's cat1 but the above description leads me to believe it is.
