Technical 02 Sporting problems

Just bought an 02 sporting and am having a problem with the handbrake lever.

Basically there is no resistance when you pull it up, meaning that it does not stay down completely when you push it down, causing the red warning light to come on intermittently while driving.

Is there a spring or something broken ?

Also the passenger side main light is out.

I looked at it to see how easy it is to get at, and the cover seems to be blocked in by the battery.

Just want to make sure I am in right in thinking that I need to remove the battery to get at it, before I go ahead and do it.

got the headlight replaced, but hand brake is still faulty
