There's plenty which can be done to free up more horses, but it all begs the question - if you want a (relatively) powerful 500, why not buy an Abarth which is powerful out-of-the-box and therefore less likely to fight your attempts to squeeze more horses/torque out of it?
 
A lot depends on what is allowed under your construction and use regulations.

Certainly here modifying a car causes insurance Company's to have kittens.

Its usually cheaper to insure a standard more powerful car than a modified car.

Having said that, if you are allowed, can afford the insurance, then crack on with some head work, a cam, standalone ECU, the sky is the limit.
