Does anyone know the maximum towing weight for the Panda? I have to work out the MAM (Maximum Allowed Mass) for towing my buggy.

K&N Induction Kit On A Panda?? Never!!!

A figure of 350kg gross for an un-braked trailer springs to mind.

ISTR the figure is half the weight of the towing vehicle (for UK rules of 20 years ago).

If you give the trailer brakes that figure goes up, but there are/were (even) lower maximim speed restrictions.
