I can't remember specifically for a Panda, but for most Fiat steering/ignition lock barrels you need to have the key in the barrel and turned to the first position, then push a small screwdriver into the hole or gap in the side of the barrel housing. You can then pull the barrel out using the key.
There's a spring loaded catch that holds the barrel in but you can only press it when the key is in the lock and turned.

She pointed me to this thread but don't see where you are supposed to place the screwdriver when the key is turned to the first position. Worse yet a chunk of the metal surround broke off when trying (don't worry I've been told off already!) but this has not caused any problem with using it.
Took a picture so someone can hopefully point me in the right way of getting this changed over! Annoying after getting the boot and two door locks changed over and even making a custom spring to replace one of the missing door springs.

Might need to remove the steering shroud as it was removed on the donor Panda when I removed ours. But before that, try shining a torch up the holes under the shroud incase it can be got to through those. I'll have a look at one of our Panda's with a shroud on tomorror for you
