There is a document about European driving legislation that cantain many interesting points available at http://www.emc-emc.co.uk/automotive/report.pdf you need Adobe Acrobat to read it though, if you havent got it its free and downloadble if you search for it. I scan read this document but it didn't actually give the answer but it may be in there (its 250 odd pages!) N
