Hi. I had exactly the same problem recently. Fuse OK, Fan Motor OK but no power getting to it. According to the Fiat wiring diagram, the main 12volt power goes to the motor first then backs of up to the speed selector. In any event, I tried my damdest to trace the route of the wire from the fuse over to the motor without success, so in the end, I ran a parallel wire using press clips from the fuse to the motor. Its been running fine for over a month no problems. I made sure I connected my new wire to the correct side of the fuse (so it stays protecting the heater motor). The fuse is marked and is within the fuse box above your right shin.

Speed controller module. Trying to remeber where it is located. It is either to the right of the motor housing underneath the dash, or, I think it may be inside the motor housing unit so it gets cooled by airflow.

Either way it is a grey finned (as in heatsink) unit about 3 inches wide and 4 long and 1 inch deep.

You can bypass this unit (just join the thick input and output wires together. WARNING

The fan motor will then run at full speed, regardless of the control know setting so if you have the motor unit out at this time then take care. It is best to just "flash" connect the wires.
