idle control valve is sticking or you have a vacuum leak or blocked map sensor hose
first check for leaks or hoses that have fell off the throttle body (start engine and listen for hissing)
if that dont help
remove the hose (long thin black one iirc) that goes from the rear of the throttle body to sensor on a plate in the engine bay.
blow thru the tube to make sure its clear. (can even spray carb clearner thru it to be sure)
if it still dont work: (this is the problem i had with mine once)
remove the idle valve (black thing with 4 wires going into it)
clean it with carb cleaner(pray down into the pin to clear any crap out) and inside the hole it came from.
now refit.
the idle valve shuts once you press the throttle and start moving. then reopens once you let off the throttle.
it the pin and/or seat is sticky (they get filthy with gummy oil from the crank breather) the pin can stick into the seat so it wont open or open enough for the engine to idle.
when you restart the engine the needle starts at a high point so starts fine again
