sorry in advance if this is model-specific but I’ve seen other fiats have this same issue.
As said in my previous posts after reassembling my 2003 1.1 L 4x4 panda 141’s drivetrain and wiring, suddenly the fuel pump won’t start and there’s no sign of spark.
My leading theory is that this is due to the immobiliser.
Now, after seemingly nothing has been changed in the past 24 hours the clicking fuse is silent and the key-and-code light is only flickering (as shown in the video)
WHAT DO I DO?!?!
Help much appreciated!

As you probably know the immobiliser light should come on with ignition and then go out prior to starting with no flickering so does seem strange.
Do both keys have the same affect assuming both are "chipped" keys?
Re fuel pump, are you getting feed at the fuel pump relay?
Some years ago on daughters 06 1.3 Grande Punto Multijet hers pump wasn't working and also prevented the starter turning on hers, there was power at the relay, which could be bypassed to start car , but the fault was in the trigger wire from the ECU rotting inside the plastic.

Yes, both keys have the same effect, after opening them up there is just a pill shaped chip in the red one(as shown in picture). relays are good.
 
I see your Panda has the infamous Red Master Key and both kets have the Key Code II symbol stamped on the blade shanks.

This system allows for the car to be started with the emergency security 4 digit code in the case of key / key reader etc failure.

If you know the code then you could try the Emergency Start Procedure below.

Also I note that certainly on the Barchetta which uses the same system a flasing key/code light means the vehicle is not protected. I've never seen this but I see you get two flashes only.

This information should be in the Panda Handbook which will be more legible than the badly (sorry) formated info below.

2) If the warning lamp ¢ flashes it
means that the car is not protected by
the immobiliser. Contact your Fiat
Dealership immediately and get them
to store the codes of all the keys in the
memory.

EMERGENCY
START-UP
If the Fiat CODE system cannot deactivate
the engine immobiliser, the
warning
lights ¢
and
U
will remain
lit and the engine will not start. To
start your car, follow the emergency
startup procedure.
Read the whole procedure carefully
before trying to carry it out.
If
you make a mistake in the emergency
procedure you must turn the ignition
key back to
STOP and repeat
the whole operation from the beginning,
step 1).
1) Read the 5-figure electronic code
given on the CODE card.
2) Turn the ignition key to MAR.
3) Press the accelerator pedal to the
floor and keep it there. The injection
warning lamp
U
will light up for about
8 seconds, and then go out. At this
point release the accelerator pedal and
get ready to count the flashes of warning
lamp
U
.
4) Count the number of flashes that
corresponds to the first figure of the
code on the CODE card, then press
the accelerator pedal and keep it there
until the warning lamp
U
lights up for
four seconds and then goes out again.
Release the accelerator pedal.
5) The warning lamp
U
will start
flashing again: when the lamp has
flashed the number of times that corresponds
to the second figure on the
CODE
card, press the accelerator
pedal
to the floor and keep it there.
6) Do the same for the remaining figures
on the CODE card.
7) Once the final figure has been entered,
keep the accelerator pedal
pressed.
The warning lamp
U
will
light
up for 4 seconds and then go out.
Release
the accelerator pedal.
8) The warning lamp
U
will flash
rapidly for about 4 seconds to indicate
that the operation has been completed
correctly.
9) Turn on the engine by turning the
ignition key from the MAR to the
AVV position.
If however indicator light
U
stays
on, turn the ignition key to STOP and
repeat the procedure starting from
point 1).
IMPORTANT After emergency
starting the car you should have it seen
to at a Fiat Dealership because the
emergency procedure will have to be
repeated each time you start the engine
otherwise

Thanks for the advice! Will try this weekend, not sure if this also works for a fiat of mine’s generation but here’s to hoping!
