Technical Wiper Intermittent function help please

Hello,
I have a 2008 fiat Ducato and the wipers work intermittently .When I turn off the ignition and restart they work again.
I went to the local auto electrician and he said it was the motor /linkages I got new motor and linkages and he fitted them and its still the same . All the fuses are ok . Everything else is working fine .He said it is probably the ignition switch and I rang the Fiat main dealer and the service manager said he didn't think so .He said it is still an auto electrical problem .I will have to find another a auto electrician now . The local garage cannot help .
Does anybody have any suggestions .

The functions of the wiper are controlled by the Body Control Module which gets its input from the wiper control stalk. The functions of the stalk are via a single pair of wires to the BCM . The stalk inserts various resistors into circuit depending upon the function selected. Sorry the drawing is not very clear but I would have thought a decent auto electrician could diagnose it.

Thanks mate, I have order a new wiper control stalk to see if that resolves it. You dont have an e-learn document for removing the steering wheel on the Fiat Ducato, do you?
