I have a 2001 1.9JTD and under the dash right below the ash tray to the left there is a white connector block with various wires going to it, its live and is not switched by the ignition. The Neanderthal that owned the car before me cut through several of the wires to the block and left them bare which is obviously a help!!
Also there is a cable that resembles satelite coaxial under there too.

Both the connector block and the cable don't go to anything and are just hanging there. Anybody know what they are for?

It sounds like the radio wiring.

Is there a working radio fitted in the car?
 
Sounds like what Sutt187 said, someone has mullied the DIN plug for the radio. I happens when people won't pay for a conversion adaptor for an after-market player. But just in case check this potentiometer post

I am in the process of putting the new radio in at the moment and its not the connector for the radio cos both plugs are still intact and the radio works fine cos I have had it wired in via the plugs and it works a treat.

The plug and the coax wire are tied together with a cable tie and there is a retaining clip that looks like the white connector block came loose from. Its just to the left of the ashtray under the dash, not quite in the footwell area. More just to left of the plastic central shroud under the dash.
 
Right Earlofdavetona, because the radio works fine we can assume its not the ISO or the radio, and because its not central in the passenger area bulkhead its not the ECU / throttle wire block.

Sorry M8 I've no idea, short of stripping a car anyone else help here ?

i had my dash out the other day there is no end of wird try lookin down the back off stereo to th e left should be another cig lighterport check there if not is to other places it could go
