Technical when front seats moved forward

I had to move my passenger seat forward a bit the other day to give a bit of legroom to a back seat passenger, I did this once they were in, however when they came to get out of the car and pushed the seat forward with the lever on the side, the top of the headrest nearly went through the front window, in fact it probably would have done if it wasnt for my quick reaction to stop it.

is it a design fault?

I nearly ripped off my sun visor once doing that! Think theres not enough room in our wee cars
