Yep, it's the wastegate actuator, it basically controls the level of boost pressure. Back in the day you would fit an adjustable one of these to alter boost pressure, these days it's done with a laptop!

is it enough to connect a new clip to pipe to fix problem? or is there anything to do.
I mean do you think there maybe a damage in turbo or other part cause from missing clip .
My car is still underwaranty ,what you advise
should i go to servise for this issue or i buy a clip and connect to pipe .
I'd replace it. If the pipe comes off (which is under pressure) the ECU will have no control over boost and probably go into 'limp home' mode. A small jubilee clip will be fine.
