Technical VGT Valve

VGT (Variable Geometry Turbine) valve regulates the turbine (air intake and exhaust gas speed).

I made diagnostic with fiatecuscan and the valve operates under following values:
- Boost Control/Sol.: 800 rpm / 75%
- Boost Control/Sol.: 4000 rpm / 40%

Does anybody has fiatecuscan and can check if the 'Boost Control/Sol.' should be 100% (instead of 75%) at 800 rpm (when idling)?
