Technical Turbo not spooling

I have a Fiat Coupe 20 turbo. I recently changed the turbo and MAF sensor on my car. I did an oil change and changed spark plugs at the same time. The car now feels underpowered and the new turbo does not kick in or spool, my gage reads about 0.20 bar max. The engine tone sounds louder and rougher upon revving the car. I'm pretty sure there's no leaks or holes in the intercooler or pipework or any hoses.

Make sure the wastegate isn't stuck open, that would give little boost exhaust noise and little power, just make sure the actuator rod hasn't popped off.

After I changed my turbo it didn't kick in, just didn't pull after 3k but revved freely, so I put it back on the ramp and there was a split in the vacuum hose to the acctuator. Brought a new hose connected it up and it worked.

Might not be the same problem but it may help fault finding.
