General Seat underframe

I took over a Punto S from 97 about a month ago and then made ​​the engine and the rear underbody.
I have now started making a little rust and has come to the seat frame.
Both are rusty at the bottom. Is it normal for a Punto?
Both underframe has been glass blasted and painted with epoxy primer and Black.The original Fiat paint were unimaginably bad quality.

It's not uncommon for FIATs of that period -- even Polish built ones -- although yours is very bad.

My guess is that the frames are stored before painting and thus pre-rusted.
