rear screen heater problem

when i switch the rear screen heater on my car sort of shudders as if its losing power, the milage clock dimms along with all the other lights on the dash.

is this normal?

btw, ive got a really cool new problem.. my passenger electric window switch decided to reverse, so ups down and downs up.. good fun
