Rear Brake drum problem

Driving from North to South Wales on wednesday, after driving for around 3 hours, I stopped and went fore some munch, when I got back to the car and when I reversed out of the parking space the rear passenger side lifted up like the hanbrake was still on but it wasn't, the brake must have sticked or something. It eventually released!

Why would this happen?
How can I cure it?
Any info on this appreciated!
 
So I guess I need to open up the drum and clean out all the brake dust then???
 
bravo handbrake cables can freeze up in very cold weather, and can seize up if they get rusty. also the rear shoes should have copper slip on the places where they touch the inner drum.
