Grande Punto no air to windscreen

hi all, I am new to the site today to ask for help.
I have an 07 grand punto 1.2 Active,
I have no or very little air to my windscreen vents and in the current climate my screen keeps steaming up and I cannot see.
I have air to all other outlets and have moved the pulleys manually.
I have power in 1,2,3 and 4
good air to dash blowers
good air to foot well blowers

the only thing I can find is the cabin filter has been removed, is this an internal issue with directional unit?
