Technical Instrument dimmer control

2003 1.6 ELX.......... Could anyone tell me how to increase the intesity of the speedo rear lighting?

Turn ignition on to first notch. Switch side/tail lights on. Press the '+' or '-' buttons in the instrument panel to adjust dial illumination. Leave the display for 10 seconds and it should go back to the normal display.

If the above doesn't work, the dimmer unit has failed. So says the handbook, anyway.
