Although you will slightly improve the handling, you will not be able to carry passengers without the tyres rubbing the rear arches, especially if you go for larger wheels.

I've found this out the hard way!

Cheers for all the help and I was going to put 13 inch Cobras with wobbly bolts

Width and offset are what matters, keep close to the original Panda offset (40mm) and you should be ok up to 6" width, not always the case.
Agree with lowering springs but make sure your shock absorbers are in good nick, better still uprate them too.

Yeah I'm planning on uprating the shocks
 
Let me know when you do go this route. I'd like to do something about my shocks in some attempt to make the ride a bit smoother. At the moment its a bit like a Thai ladyboy on a Pogo stick ;)
Heavier engine might smooth the ride out a bit
