I know this is an issue in cold weather when the cable freezes,but i`ve got this problem after replacing rear shoes,resetting the auto-adjuster in the hub,checking that the wheel spins freely,pull the hand brake up-nothing,adjust handbrake so the wheel stops spinning after 4 or 5 clicks,release handbrake but the wheels don`t spin and there`s no `feeling` in the handbrake when you release it.
Anyone got any idea`s?
Its a `54 new shape JTD if this makes any difference

Probably a sticky/rusted/seized cable, or something sticking in the drum mechanism itself.
Is it both wheels that are affected, or just one side?
 
Check your brake cylinders are moving freely....you should be able to hold the two pistons between thumb and forefinger and move them very easily in and out of the cylinder(opposing each other)
Also...the adjusters are a terrible design...make sure they are ratcheting freely, they give all sorts of trouble...they could be winding your shoes out onto your drums.
