Whats the cheapest way of removing the flaking lacquer on the front and rear bumpers?
 
id say flak it off and lacquer over it and polish it like crazy to blend it in, if not take it to a body shop or somethign get a quote
 
you need to sand it down with a medium/fine grit paper and get all the damaged laquer off. Then re-laquer it with a rattle-tin outta hellfords, and sooth the joins a bit. it should come out ok, but if you have the cash, a bodyshop can fix it fairly easily, and in only a couple of days.

if you wasnt so lazy, got off your ass one sunday in a month and gave your car a good polish and a wax you wouldnt be asking this now!

all the clear coat needs to be rubbed back with p600 wet and dry needs to be a good two coats of clear. hopefullt the base coat underneath the clear wont be damaged otherwise you will have to repaint the whole lot.
