Flat spot round 2.5k revs

Hello

The car pulls well upto around 2/2.5k revs and then it sometimes goes 'flat'. It feels like the car isn't pulling past that rev range but then seems to pull again on 3k revs! I noticed it when in the North York moors going up some very steap hills!!!! Especially going up them in 2nd or 3rd gear it pulled but then went 'flat' and had to change down. However this doesn't always happen, sometimes it will pull and pull through the revs, other times it hits this flat spot.

Does anybody have an idea on what this could be?

It would really help to know which car it was!
