The wastgate on the 2.8jtd Sofim 8140.43s should be closed when the engine is stopped. My understanding is that as engine rpm rises, the increased exhaust gas flow causes the turbo to speed up, and increase the boost pressure, which allows more fuel to be used, and hence increase power output. With increasing inlet manifold pressure, the wastgate gradually opens so as to limit the boost or inlet manifold pressure via the turbo. Sticking wastegates are normally stuck in the closed position, due to the fact that motorhomes typically have long idle periods. A stuck wastgate may therfore cause excessive boost pressure, which should raise an alarm via the manifold absolute pressure sensor and the ECU.

Broken wastegate links are not unknown. This leaves the wastegate uncontrolled.

Black smoke is normally a sign of excess fuel, rather than too much air (high boost). If I had puffs of black smoke on my 2.8jtd, I would be wondering about the health of the injectors, or fuel pressure regulator, but then I could be wrong.

As an afterthought, there are six versions of the 2.8jtd Ducato. If we exclude the "power version" Sofim 8140.43n, and those with a heat flange for cold starting, then this reduces to two possibilities, with EGR, or without EGR. I think that the latter is more common in the UK. It may help to know which version @Benimardriver has.

Hmmm! From your photos I think not 😂
