Technical Electronic streering

Hey mate. I've got an 2008 fiat punto grande. The car has been stood for a year. Now that I want to bring it back on road I've changed the clutch on it and drives fine. But a red streering light is on. And the steering is really hard to turn . I changed the electronic motor under the steering wheel but the problem didn't solve so I changed it back. I've chnaged the battery around 3 months ago. Yesterday I was checking the wiring to the electronic motor under the steering and I found that 1 wire was showing positive 13.2 voltage and another wire was showing only 2.3 voltage. I'm not sure what this can be . If anyone can help me out please do so . Thanks and have a nice day
