I ordered Lester rear roof spoiler from Edworthys in May 2007 but did not receive the item. After communicating with someone named Tim, I was told the item will be sent ASAP.

Then there was silence on their part despite my numerous emails.

Today I called them, and found there has been a management change. The guy on the other end told me to contact Tim (he gave Tim's email) as that item is still in Tim's hands but Tim no longer works for Edworthys.

That does not make sense at all! However, I have written an email to Tim and waiting for a reply.

What do you guys think about this mess with Edworthys?
 
you didn't enter into a contract with Tim for your purchase, or any other individual, you paid edworthy's and they are obliged to provide you with either your goods or a full refund.
if the company hasn't entered liquidation, the new owners have bought not only the company but also any outstanding creditors (you)

As Jay said, Trading Standards and the Citizens Advice Bureau are the best people to speak to. A management change means nothing as they are still trading and are obliged to fulfil orders. If they went bust, the administrator will do whatever they can to sort you out.

Write an official letter to Edworthy's, be polite and state all facts. Provide copies of proofs of purchase, list dates that you had conversations and names of individuals you spoke to.
At the bottom of the letter, state that you have sent copies to your local Trading Standards office, as well as the TS that cover the area where Edworthy's are based. Also state you have sent copies to BBC Watchdog and BBC Rogue Traders.

And then DO send copies to all of those people. I had an issue with Sky and copied all those people in. TS got back to me straight away and requested I contact them weekly with updates, the BBC also responded and told me to keep in touch and that my letter had gone on file.

Sky soon sorted it out and did what I asked.

But above all, document everything, be polite but very firm and don't give up.

Also, how did you pay for the item ? If it was by credit card, speak to them also about claiming the money back.
