Technical Driveshafts and new wheel hubs?

Panda 1984
When I tighten the center nut the wheels hardly turns.
It looks like there’s something different on the old hubs in the trash bin.
I have thrown them away.....
Any thoughts?

I found the problem!
This dust shield behind the hub was to thick.
It got jammed between the bearing and the driveshaft.
It’s a two piece washer. I didn’t know that it was removable from the axel..
I pressed it together a couple of mm and now it works fine ??
