cold engine problems 1.6 16v

my fiat bravo 1.6 16v 1997 does not work well when cold, it goes hardly up to 2500 revs. The drive is also irritating. I also have problems with idling. When engine gets hotter revs are normal (800) but when engine become little hotter revs grow to 1500. Fiat tester shows problems with engine idle speed actuator. But is it possible there is a problem with intake air temperature sensor?

Idle controll valve ICV - try to clean it or get one from a ascrappy. It is the comon reason for jumping revs.
