In the UK, historic vehicle tax policy starts when the car is 40 years old. At this age they're exempt from vehicle excise duty tax.

There's nothing else official that defines classic, but you'll struggle to persuade many that 21 years is classic.
 
I'd agree the sei is a classic design, regardless of age :) I'm sure it'll be desirable in 10 years of so.

I think the same is true of the 169 Panda. Ours is 2004 and I still think of it as a 'new' car. It hasn't even started rusting properly yet.

Classic insurance seems to have moving goalposts. Around 2000 we had a 25 year old car that was on classic insurance (and tax exempt) in the UK.

Maybe if you contact a classic broker they might do something for you. But as Andy says above, probably only occasional recreational use, limited mileage, garaged etc.

Here in Ireland all 30yo cars are considered 'vintage' and qualify for the lowest tax rate (still 140€..) and cheaper insurance. Includes early cinqs now :)
