Technical Cam timing 1100

What is the easiest way to adjust the cam timing on the 1100 motor without pulling it out? It's not far out, car starts and idles but won't rev. Replaced points and condensor but now the timing is out. prob just by a single tooth.

The answer is pretty easy on most Fiats with that engine but I don't think anyone with an X1/9 is likely to know... you might have the wrong part of the forum

Sorry meant to say 1300, confusing myself here!

Access to the timing belt cover fastners is limited. don't want to have to damage the cover.

If someone knows a way, pls let me know.
