Bumper mounting

Some t*ss*r has bumped into my car in the car park and done a runner (or driver if you will).

the bumper has been knocked out of line (downwards) by about 1/3 to 1/2 inch and backward by about 1/4in.

What sort/how heavy duty are the brackets and is it possible to knock em straight again?
