Technical brake lights permantly on. Pedal needs adjusting.

Hi all,
I have recently aquired a 1987 X1/9, 1500 and have noticed the brake lights remain permantly on. After a little investigation I have noticed the brake pedal itself is not springing up after you press it down, hence the pedal is not touching the conector that turns the lights off when the pedal is released. Is this something I can adjust myself, and if so does anyone know how?

If the brake pedal is stiff is that possible the bolt thru brakepedal and clutch is rusty inside plastic busings. it was that kind in mine when I got it.
