Ive not long picked up a 106 gti, ok it may not be up to much in terms of build quality but f**k me, it flies!!! And doesnt look too bad either, makes me smile anyway.
astra coupe 2.2 bertone, 0-60 in 8.2 and insurance group 12. £2000 will get you an X reg minter like mine, so for £3000 i'd expect to get a 2002 model with low milage and full service history. only problem is you get 35mpg, less if you drive it hard. realistically you wont find many cars that return over 30mpg with a 0-60 time of 8.5secs or less, 40mpg is dreaming unless you go for a diesel.

Depends if the car I see is any good. As its not my main choice. I've looked at more or less everything in the category I want. I either need to spend more £££ or settle for something less.

it all depends what you want from a car. generally speaking quick means at the expense of Mpg and insurance groups. a french hot hatch may handle very well, but interiors aren't the greatest. some will be fairly unsuitable for long regular journeys due to noise, harsh ride etc. others will be more than capable of soaking up the miles with ease! also maintainance costs and reliability will come into it as well.
Starlet GT all the way. I used to have one 215bhp for not a lot of money and capable of 300bhp+. The insurance group varies depending on who you ask, but it's around 9. I was still doing around 27mpg when thrashing it.
I sold mine in may for £3k, had had a full bottom end rebuild with forged pistons running a hybrid turbo with all the supporting mods
