Technical 1998 1.9tds - turbocharger stud/bolt snapped

I have been told by my local garage that a stud/bolt has snapped that secures the turbocharger body. They informed me this would need the engine to be removed to effect the repair and said it's not worth doing. I am a little doubtful about this, but in the absense of a service manual I can't say. Does anyone out there have any knowledge of changing/removing the Turbo?

I don't use the vehicle much but I don't want to scrap it either.
