Could be a number of things ,but you wont know until you remove the rear drums ,cant remember how to get them off on a cinq but its probably a screw then they just pull off (lever off if there solid) . After you take the drum off ,clean the shoes etc so you can have a good look ,then give the shoes a feel (left to right movement) ,and dont be shye about it .If the shoes are moving then thats not the problem . Next check the wheel cylinders there above the shoes ,peel back the rubber seals and check if they are leaking ,if there not and there moving then thats not the problem .

Now check the handbrake cable ,its attatched to the rear brakes through a pivot arm ,which is common too seize,(if the arm doesnt move its fooked ,either replace or unseize it) .
