Tuning Unable to remap, told ECU is locked

I'm wanting to remap my 2009 1,3 multijet panda, I went to my local garage for remaps who says he was unable to edit anything on the ECU. Saying it's locked.

Has anyone remapped there multijet pandas and had anything similar or know anyway around or fix this.

When I search for second hand ECU it comes up with different brands of ECU so I'm unsure if there certain ones that wouldn't have this issue or not.

Any help is appreciated

No all software will work on every ECU, if it can't access it it will say its locked, some tuning companies will try and sell a third party ECU

I beleive kess will work on every fiat 1.3d up to 2012 although some may need to be done on the bench


But I am no expert on software, there a small possibility there's an anomaly
