Strange whooshing noise

I have a 2006 Fiat Punto Grande, which when I start it up make a strange whisling/whoosing noise which last about a second and then stops. The noise seems to come from the driver’s side of the engine; does anyone know what could be causing this and how I could fix/stop it?

Explain when it happens, how often, maybe in a turn etc.

Loosen alternator belt maybe? Anyway it's loud squealing noise for few seconds happening occasionally in low speeds - trough the city and similar... something like weeeeeeeeeeaakk

Is it a water sound?

Does it also happen when you switch the ignition on but not the engine? If so then it could well be the fuel rail pressurising, a perfectly normal sound.
