Site Rules Updated

The old rules listing was basically a bit crap and didn't explain anything too well - thus it was time for an overhaul and overhaul we did.

Updated so it's now completely up to date and covers quite a new things, including advertising issues (which had been quite ambiguos before).

Hopefully nothing is going to negatively affect anyone, but then, if it does - you were being bad in the first place
