Technical Non return in line vacuum valve adjuster

Hi, long time no speak, hope everyone is doing well.I have a 2001 fiat Ducato motor home
I have a a problem with the brakes locking on only when the engine is running.
I have changed the pads and calipers so it seems too be something further up the hydrolic system.I am wondering if there is any adjustment with the vacuum valve!?!?
Has anyone here had any similar problems?

Has any work been done to ;
Master cylinder?
Brake pedal?
Brake light switch?
Brake servo?

The one way valve in the vacuum line is only to maintain enough vacuum in the brake servo when engine is off for about 2 brake applications.
