Technical No Power

Hi Guys.
New to this and looking for help please.
2002 FIAT DUCATO 1.9TD
Been stood before I bought as non runner due to charging problem so never drove it.
Changed timing belt,water pump,all belts.Timing is right,pump timing is right.
Checked all air pipes,no splits.Fuel filter changed.No smoking or misfires.Only done 33,500 mile.Turbo been off and checked,all good.No ECU or Airflow meter as it's too old.Drives really smooth but no power at all and couldn't contemplate any hills.Dont know what to check next .
Any suggestions/help would be massively appreciated.Thanks.

Engine Series Number etc?
Turbo waste gate / vac unit etc working and waste gate adjuster in correct position?.
If someone revs it can you feel the turbo hose swell or test pressure any better way?
Exhaust blocked? Many years ago had a car that wouldn't rev when foot to the floor, undid exhaust front, 100% better! Another the same due to air filter blocked.
Good fuel supply/delivery, if vehicle been standing diesel can get "bio bug" sludge up tank and fuel system, hard to clean out, complete drain , clean and biocide additive etc.
Just a thought around that age some had Lucas Epic injector pump which was a lot of trouble, you can read up about them. Bosch usually much better and easier to tune.

Had Turbo off and vac unit,fins,all good and spinning at correct bar pressure.
Revs well when stood,no smoke but no pull on the road at all.Not sure make of injection pump but will check
