Hi, ive sprayed some sections of damage on the front of my mums peugeot estate in metallic silver, with the correct peugeot metallic colour from halfords.
But now its all dry its got a really rough/matt feeling when i run my hands over it!!!!
Some people say it needs to be laqued (as its metallic), or is there some sort of product i can apply instead??

If i leave it will it come of when washed/ in the rain etc??(n)

Same as above really.
To prepare before painting you should wet and dry with 800grit, then apply a fine layer of primer (assuming you went back to metal), allow 24 hours to dry after 3 coats of even paint.
Sand down with 1200 grit W&D and wash off once you've finished.
Apply 3 coats of paint and allow 24 hours to harden. Again sand with 12/1500 Grit W&D, then spray with lacqer. Again wait another 24 hours and sand.
Don't expect a perfect finish or colour match as the exposure to the light and the elements will have faded the old paint.
